Qualification Standards for Electrical Engineering:

I. Creditworthiness of Power Engineering Enterprises

1. The enterprise’s registered capital shall be no less than RMB 300 million.

Enterprises with net assets exceeding RMB 260 million.

3. The enterprise’s total payments of business tax on construction activities over the past three years shall be no less than RMB 50 million.

4. The enterprise’s bank credit limit has averaged over RMB 500 million per year over the past three years.

II. Requirements for Key Managers and Professional Technical Personnel in Power Engineering Enterprises

1. The company manager has more than 10 years of experience in engineering management.

2. The person in charge of electrical engineering technology shall have more than 15 years of experience in engineering technical management, hold a professional title in the engineering series, and possess either a registered construction engineer qualification or a registered engineer practice qualification. Such individual must have completed the technical work for two or more representative projects that meet the requirements for general construction contracting qualifications, or representative projects that meet the requirements for design qualifications, or general contracting projects with a contract value exceeding RMB 200 million.

3. The financial officer holds the title of accountant and is a certified public accountant.

4. The enterprise shall have no fewer than 50 registered construction engineers (project managers).

III. Level of Technological Progress in Power Engineering

1. The enterprise possesses enterprise-level technology at or above the provincial/ministerial level (or equivalent).

2. Over the past three years, the enterprise’s expenditures on scientific and technological activities have averaged at least 0.5% of its sales revenue.

3. The enterprise possesses more than three national public-law methods. Over the past five years, in the field of engineering construction, among the cumulative total of more than eight valid patents that have contributed to the enterprise’s technological development, at least one must be an invention patent.

4. The enterprise has, in the past 10 years, received a Science and Technology Progress Award or has served as the editor of national or industry standards for engineering construction.

5. To achieve networking for internal office operations, information dissemination, and data exchange, the enterprise has established an internal local area network or a management information platform. An external corporate website has also been developed and launched. By leveraging an integrated project management information system, a human resources management system, and engineering design software, the enterprise has implemented comprehensive document management and design documentation management.

Four, Electrical Engineering Representative project outcomes.

Over the past five years, the entity has successively undertaken general contracting, construction general contracting, or main works contracting for two or more of the following five power engineering projects, with all projects meeting quality standards.

1. Cumulative installed capacity of power stations exceeds 5 million kilowatts;

2. A single-unit project with a capacity of 600,000 kilowatts, or two units each with a capacity of 300,000 kilowatts, or an entire project consisting of four units each with a capacity of 200,000 kilowatts.

3. Nuclear islands of nuclear power plants with a single-unit capacity of 900,000 kilowatts or more, or existing full-island projects;
