Our company was established in 1990. Its predecessor was the Nantong Hydropower Installation Engineering Team. In April 1996, it was renamed Nantong Bincheng Transmission and Transformation Engineering Co., Ltd., and in August 2015, it was further renamed Jiangsu Bincheng Power Construction Co., Ltd. Through the concerted efforts of all our employees, the company’s qualifications have been continuously enhanced. To date, we have obtained the following licenses and qualifications: Level-2 License for Installation of Power Facilities, Level-2 License for Repair of Power Facilities, Level-2 License for Testing of Power Facilities, Level-2 General Contracting License for Power Engineering Construction, Level-2 General Contracting License for Telecommunications Engineering Construction, Level-2 Specialized Contracting License for Transmission and Transformation Engineering, Level-2 General Contracting License for Municipal Public Works Construction, Level-2 Specialized Contracting License for Urban and Road Lighting Engineering, Level-2 Specialized Contracting License for Foundation and Substructure Engineering, and an unclassified license for construction labor services.
The company’s current registered capital is RMB 29.62 million, with Cao Bingcheng serving as its legal representative. The company employs a total of 138 staff members, including 48 technical professionals and economic management personnel (of whom 27 hold intermediate-level professional technical qualifications in power-related fields); 11 are registered construction engineers in relevant specialties, including 2 Grade-I registered construction engineers; 45 employees hold grid-access operation permits for electricians, comprising 37 high-voltage electricians and 8 specialized electricians (3 relay protection electricians, 3 high-voltage testing electricians, 2 cable specialists, and 2 other specialized electricians); the company also has 3 full-time budgeting specialists, 3 full-time quality inspection personnel, 9 installation foremen, and 3 full-time safety supervisors.
In 2005, the company acquired an additional 20 mu of land and constructed a 5,600-square-meter factory building, a 1,080-square-meter laboratory building, and associated ancillary facilities. The company’s existing construction machinery and equipment are capable of supporting 10 construction crews simultaneously undertaking projects within the 110 kV voltage class and below.
Since its establishment, the company has upheld the corporate ethos of “unity and progress, pioneering innovation, integrity, and dedication.” Over many consecutive years, it has been awarded the “AAA Grade for Contract Compliance and Creditworthiness” by the Nantong Municipal Government and has successively obtained industry-wide “Three-Standard” certification, as well as certifications for quality management systems, occupational health and safety management systems, and environmental management systems. In December 2010, the company’s innovative offshore tidal-flat line-laying technology was honored with the Nantong Science and Technology Progress Award from the Nantong Municipal People’s Government and the Rudong County Science and Technology Progress Award from the Rudong County People’s Government; in August 2013, it was presented with a Certificate of Honor as an “Integrity Construction Unit” by the relevant authorities of Jiangsu Province.
For many years, the company has adopted a management model based on managerial accountability and project manager responsibility, with a comprehensive set of internal management systems in place. Adhering to the business philosophy of “superior quality and advanced technology,” the company has accumulated extensive experience in construction execution and project management, continuously enhancing its technical capabilities and achieving high project pass rates. Notable achievements include: in 2008, the company was awarded the “China Electric Power Quality Engineering Award” by State Grid Corporation for the successful implementation of the Phase II 35 kV Jiangsu Longyuan Rudong Wind Power Concession Project; at the end of 2009, in Jinan, Shandong Province, the company collaborated with the local power authority to successfully complete a highly challenging transmission line installation spanning 1,680 meters across the Yellow River, earning high praise from the client and receiving extensive coverage in local news media and television, thereby winning the confidence of the local power supply department and industry peers; in early 2011, the company efficiently and promptly completed the construction of a dedicated 35 kV feeder line for the cogeneration project of Jiangsu Sha Yin Group; in 2012, it completed the distribution network project for the Zhongrunfu (Olympic International Garden) residential community in Jiangsu; in 2013, the company won the bid and successfully executed the installation of switchgear and substations for the Hengda Sea Venice Center in Qidong City, with a contract value exceeding RMB 18 million; since 2014, the company has annually undertaken several night-time transmission line installation projects across railway lines for Zhenjiang Dazhao Group Co., Ltd.; since 2015, it has repeatedly completed cross-river transmission line installations and the laying of underwater cables beneath major rivers for Yangzhong Power Supply Company; and since 2016, the company has successfully carried out four large-scale power construction projects in Inner Mongolia, with a total output value exceeding RMB 80 million.
Since its establishment, the company has not only pursued superior construction techniques but has also put in place a rapid emergency response mechanism. In early 2008, a severe snowstorm struck southern China. In accordance with arrangements made by the Nantong Power Supply Company of State Grid, the company promptly dispatched more than 20 personnel to the disaster-stricken areas of Zhejiang to participate in ice-fighting and disaster relief efforts. The team received unanimous praise from local residents and power authorities, was commended by the Nantong Power Supply Company, and was officially recognized through a company-wide notification. Furthermore, since 2008, the company has repeatedly taken part in major emergency power restoration projects, including the Qidong “12.22” cargo ship–induced tower collapse repair project for Jiangsu Longyuan Company; the “6.14” storm damage repair project for the Zhenjiang Power Supply Company; the “7.30” cargo ship–caused breakage of inter-river transmission lines repair project for the Yangzhong Power Supply Company; the “12.18” line repair project crossing the railway for the Zhenjiang Power Supply Company; and the “6.24” hurricane-related power line repair project for Sheyang. Each time the company receives an emergency call from a client, it responds swiftly, rushes to the scene at the earliest opportunity, works tirelessly around the clock, and completes the repair tasks as quickly as possible, thereby minimizing the downtime before power is restored and significantly reducing the client’s financial losses. Following completion of each project, senior leaders from several clients personally visited the company to present embroidered banners of gratitude.
In recent years, through concerted efforts, the company has continuously expanded its business scope and established relatively stable cooperative relationships with power supply authorities in various regions, including Nantong, Zhenjiang, Yancheng, and Suqian within the province, as well as Urumqi in Xinjiang, Jinhua in Zhejiang, Jining in Shandong, Jiujiang in Jiangxi, Kunming in Yunnan, Xilingol in Inner Mongolia, and Lu’an in Anhui outside the province.
Over the three-year period from 2015 to 2017, the company completed construction of more than 800 kilometers of power lines at or below 110 kV, installed four substations at or below 110 kV, and laid over 80 kilometers of lighting and communication lines. During this time, project settlement revenue increased year by year: RMB 158 million in 2015, RMB 223 million in 2016, and RMB 272 million in 2017. As of the end of 2017, the company’s total assets amounted to RMB 104 million, total liabilities stood at RMB 63.5 million, and the asset-to-liability ratio was 61%. To date, the company has paid all employee wages on time and holds no non-performing assets.
